When we founded NCD MedTech in 2025, we made a deliberate choice: we would not build a concept. We would not spend two years writing specifications and pitching decks without a working product. We would build first.
Today, we're ready to introduce what we've built.
Sanitel: from Santé (French: health) + Intel (intelligence) is an AI-powered, end-to-end digital health platform for early detection, continuous management, and population-level surveillance of non-communicable diseases. It is live, functional, and ready for its first pilot deployment.
What We Built
Sanitel is not a point solution. It is a complete clinical information system designed around the specific realities of healthcare delivery in Rwanda and Sub-Saharan Africa more broadly.
Five AI Screening Models
The core of Sanitel is five validated machine learning models, each designed to assess patient risk for a specific NCD:
- Diabetes: risk scoring based on fasting glucose, HbA1c, BMI, family history, and lifestyle factors
- Hypertension: multi-parameter model combining blood pressure readings, sodium intake, stress indicators, and comorbidity patterns
- Heart Failure: early detection through symptom clusters, ECG pattern analysis, and biomarker correlation
- Asthma: respiratory risk assessment combining peak flow, allergen exposure history, and symptom frequency
- COPD: screening using smoking history, occupational exposure, and respiratory symptom scoring
Each model produces a risk score accompanied by an explainable factor analysis showing clinicians exactly which inputs drove the prediction, and by how much. This is not an optional feature. It is a clinical governance requirement. AI in healthcare must be auditable.
End-to-End Clinical Integration
Sanitel is designed to cover the complete patient journey within a health facility — from the moment a patient arrives to long-term follow-up care. Every step of care is connected, with role-based access ensuring the right information reaches the right person at the right time. No more paper records passed between departments. No more critical information lost in handoffs.
Offline-First Architecture
This was a non-negotiable design requirement. Rwanda's health facilities range from well-equipped Kigali hospitals to rural health centres with intermittent electricity and unreliable internet.
Sanitel is a Progressive Web App (PWA) with local AI inference built in. A community health worker can conduct a full NCD screening in a village with no connectivity. When they return to a facility with internet access, all data synchronises automatically. The AI models run locally, on the device. No internet required.
Population Health Intelligence
Every screening feeds into real-time dashboards at facility, district, and national levels. For the first time, Rwanda's Ministry of Health can see NCD prevalence trends as they develop not from retrospective survey data, but from live clinical screenings happening across the country.
Sanitel integrates directly with DHIS2, Rwanda's national Health Information System. No duplicate data entry. No manual reporting. The data flows automatically.
How We Built It

The team that built this is not a group of software engineers who happened to work on a health project. It is a founding team with direct experience in clinical medicine, public health, financial management, and data governance all of whom understand what it means to deploy technology in contexts where failures have human consequences.
Where We're Going
We are in the final stages of preparing our Phase 1 pilot deployment across a select number of facilities in Kigali. The pilot will validate Sanitel's AI screening accuracy against clinical assessment across all five NCD categories and generate the real-world evidence needed to scale.
Phase 2 will take Sanitel national across all districts, integrated with DHIS2, with the CHW mobile screening app deployed at community level.
Phase 3 will take us regional: Uganda, Kenya, Tanzania, and beyond.
